During the 1950's and 1960's student loan programme were established throughout Scandinavia and Europe, in Canada, Japan and the USA, and in a few developing countries. In Latin America, for example, the first loan programme, Instituto Colombiano de Credito Educativo y Estudios Technicos en el Exterior (ICETEX), was set up in Colombia in 1953.
