The Commonwealth and Multilateral Assistance
The major Commonwealth donor countries continue to supply most of their assistance through bilateral programmes but they place strong, and increasing, emphasis on multilateral programmes. On the other hand, the developing countries of the Commonwealth, which require most of their domestic resources for their own development but do provide small amounts of assistance to other developing countries, place more emphasis on multi-lateral than on bilateral assistance. Commonwealth countries contribute to a number of specific Commonwealth programmes such as Commonwealth Education Co-operation schemes and the Commonwealth Fund for Technical Co-operation, which is described in a later section of this chapter.
