The main aim of this paper is to examine “crime preventive” aspects of youth development programmes. This end is reached by a roundabout route, in that some general limitations of such programmes are first suggested. In particular, it is emphasised that the great majority of young people are not involved in youth development programmes, and some possible reasons for resistance to involvement are examined.
