Young People : Needs and Opportunities

Where do we start? It could perhaps be with Baden - Powell: not with his founding of the Scout movement on Brown sea Island in 1908, but rather further back to the siege of Mafeking, where he saw that in a situation of stress boys had a vital function to fulfil by running messages. Or it might be with the age grades and initiation training that characterised traditional African society, whereby the young were prepared for their role in the adult community.
