The Role of National Youth Services

The past decade has witnessed the creation of national service schemes for youth in many developing countries, both inside and outside the Commonwealth. A variety of approaches has been tried, with varying degrees of success; and, in view of differing conditions in every country, it is apparent that no standard pattern of scheme can be advocated. Certain policy considerations and problems, however, will be common to the majority of schemes; and this paper sets out to suggest possible answers based on the Kenya experience.
