Education and Training in Relation to Rural Development

Education and training geared to rural development in a predominantly rural country ought probably to be mass education and training with, primarily, vocational objectives. The national system of education will doubtless include the preparation of acertain number of people, through longer and more intensive training, for work in the modern sector, or for such professions as doctors and engineers. Here we need do no more than identify for later discussion the very grave problem constituted by the existence and extent of privilege in living conditions of more highly trained people.
