Introduction

Fifty years ago the idea that aircraft might become a field for the application of the Criminal Law would have seemed fanciful. Even thirty years ago our legislators would have thought it premature to contemplate legislation on the subject. A dozen or so people, probably all men, flying together for an hour or two in conditions of discomfort would hardly have had either the opportunity or the vitality to be otherwise than law-abiding.
