Accession to the Convention

The Convention is open for accession by any state which is a member of the United Nations or is a member of any specialized agency of the United Nations or is a party to the Statute of the International Court of Justice or any other state to which an invitation has been addressed by the U.N. General Assembly. Accession is effected by an instrument of accession deposited with the U.N. Secretary General (Article IX). The Convention takes effect with respect to a newly adhering state on the ninetieth day after the deposit of the appropriate instrument (Article XII.2).
