The National and Provincial Elections in South Africa, 2 June 1999

These Election Reports are the observations, conclusions and recommendations of Commonwealth Observer Groups. The SecretaryGeneral constitutes these observer missions at the request of governments and with the agreement of all significant political parties. At the end of a mission, a report is submitted to the SecretaryGeneral, who makes it available to the government of the country in question, the political parties concerned and to all Commonwealth governments. The report eventually becomes a public document.

The Poll and the Count
While the vast majority of voters cast their vote on election day, 2 June 1999, this had been preceded by three days which the IEC had nominated as ‘special voting days’. On those days specific categories of registered voters were able to present themselves at polling stations in the exercise of their franchise (see Chapter 2). Our Observer Group, therefore, observed the three days of special voting, on 26 and 31 May, and 1 June, and the main poll on 2 June.
