The Report of the Commonwealth Observer Group for the Tanzania General Elections. The Group was led by The Rt Hon Paul East QC, a former Attorney General of New Zealand, and comprised fifteen eminent persons in total.

The Electoral Framework and Election Administration

Article 3 of the Constitution defines the United Republic of Tanzania as a democratic, secular and socialist state which adheres to multi-party democracy. The same principle applies to the Revolutionary Government of Zanzibar, which is an integral part of the Republic. Zanzibar has a semi-autonomous status, with its own Constitution. A dual principle of power is in place - for mainland Tanzania and for Zanzibar, consisting of Unguja, Pemba and some smaller islands - with parallel sets of institutions each vested with legislative, executive and judicial powers1.
