A Municipal Public-Private Partnership for Urban Water Supply in Cartagena, Colombia

In 1995 the Municipality of Cartagena, Colombia signed a 26-year affermage contract with Aguas de Cartagena (AC) for the operation of urban water supply (UWS) within the territory of the Municipality of Cartagena. Aguas de Cartagena is a joint venture between the Municipality of Cartagena and a global private water utility, Aguas de Barcelona (AgBar). This chaprer examines the pro-poor elemenr in this public-private partnership (PPP) and its implications for capacity-building in the Municipality of Cartagena.
