Public sector reform has moved on apace since the first of the Commonwealth Public Service Country Profile Series was launched in 1995 when the principles of New Public Management (NPM) were in an early stage of adoption. Reaching Out to People and Stakeholders

Over the years, many initiatives in good governance have been taken by central and state governments, as well as by individual agencies and employees. However, the documentation of best practice is often confined to newspaper reports and official briefs. This is largely due to the fact that the people involved in the process have little time or patience to document it.
