LMM(93)9 Illustrative Draft of Proposed Guidelines for the Treatment of Prisoners within the Commonwealth

For some time it had been put to the Secretariat that it would be advantageous, and very much in accord with Commonwealth practice and ideals, for the Commonwealth to have its own minimum standards or rules for the treatment of prisoners. The suggestion was that the feasibility and desirability of having a Commonwealth regime should be explored. With the Commonwealth increasingly active in the field of human rights, it was felt that such standards would be wholly consistent with the objectives of Commonwealth leaders as set out in their Harare Declaration of 1991.
