Lead Papers: Strategies for UPE and a consideration of alternatives
The contribution of education to a nation's economic and social development has been much discussed since the early sixties when politicians and economists began to focus their attention on education as an investment in terms of human capital. There is a shared belief that education is something which can accelerate a country's standard of living. The underlying assumption is that the education provided is functional, consequently its recipients' production outputs will be higher.
