Lead Papers: Educational and administrative implications of UPE

Universal Primary Education (UPE) is a declared aim of all but a few Commonwealth countries such as Gambia, Malawi, Sierra Leone and Papua New Guinea. A survey of progress towards UPE in the Commonwealth countries was made recently by the Commonwealth Secretariat. It appears from that survey that as many as eighteen countries have already achieved UPE at 85 per cent level.
