Report of the Meeting of Officials

The continuing provision of higher education constitutes a heavy financial burden on the national resources of both developed and developing member countries. This burden is particularly heavy in poorer countries, where the severe competition for scarce funds and the increasing emphasis on manpower considerations result in special problems for all post-secondary levels of education. Universities continue to play an important and distinctive role in the economic and cultural development of communities.
