The Nature of Universal Primary Education

Since the Second World War the most remarkable development in international affairs has been the achievement of independence by so many formerly colonial territories. The coming of self-determination has led to drives to banish poverty, weakness and separation from the good things of life. “Development” has become a priority – a rising standard of living, industrial and urban growth, the rise of meritocracy; all form part of the expectations of people more able to determine their own future.
