This book is underpinned by the philosophy that effective management of all staff in schools is essential if the challenges of educating South Africa’s youth are to be met. Good managers are able to recruit, select, motivate and monitor teachers and other staff.

The purpose of the book is to provide guidelines for professional development and competence in managing staff effectively. Case examples are provided throughout to enable practical application to specific contexts.



Managing Teacher Performance and its Appraisal

The actual performance of teachers in schools is obviously critical to the success of South Africa in improving its levels of education. An effective means by which this performance is monitored and assessed through some kind of appraisal is therefore necessary. Some of the issues affecting this are the same as in other countries, while some are specific to the South African situation. At the heart of any appraisal management lies the tension between the need to both judge performance and support its development. In South Africa, the attempts to find and implement an effective appraisal scheme may be made more difficult by the view of many that ratings of teachers are used as a form of ‘control’. This is a suspicion not unknown in developed countries when formal appraisal schemes are first introduced. This chapter suggests that teacher appraisal is only truly effective in schools where it is done as part of an integrated approach to the management of people, and that it will succeed best when an emerging sense of teacher professionalism is established.
