This book is a significant contribution to the literature on educational development in small states. It examines the forces shaping the work carried out by the Commonwealth Secretariat, including ministerial mandates and meetings of experts and reviews the varied programmes of activities that have resulted. Particular acknowledgement is given to the seminal influence of the Mauritius Meeting of Experts on Education in Small States held in 1985 and to the seven sets of thematic activities that this initiated. The book is designed to contribute to a new Commonwealth consultative process, and suggests a possible framework to help identify key questions for contemporary consideration, and potential themes and strategies for further development.

Introduction

Cooperation in educational development has always been a prominent feature of the Commonwealth. One of the challenges for Commonwealth countries in the post-colonial era has been to transform education systems with their origins in European models into effective vehicles for meeting national development goals. Small countries have experienced particular difficulties due to the fact that their education systems were often modelled on large or medium size systems and took little account of smallness of scale.
