This book is a significant contribution to the literature on educational development in small states. It examines the forces shaping the work carried out by the Commonwealth Secretariat, including ministerial mandates and meetings of experts and reviews the varied programmes of activities that have resulted. Particular acknowledgement is given to the seminal influence of the Mauritius Meeting of Experts on Education in Small States held in 1985 and to the seven sets of thematic activities that this initiated. The book is designed to contribute to a new Commonwealth consultative process, and suggests a possible framework to help identify key questions for contemporary consideration, and potential themes and strategies for further development.



Developmental Review of Work Conducted on Education in Small States: 1985 to 1998

The agendas, priorities and strategies of the Education Department have evolved as the Commonwealth Secretariat has sought to respond to the needs of small states and to global trends within and outside education itself. Ministers of Education identify new priorities and provide useful guidance through feedback on workshops and other activities. Having said this, the pan-Commonwealth meeting of experts in Mauritius in November 1985 proved to be of monumental importance with regard to the agendas, priorities and strategies for work on educational development in small states.
