Manpower
Uganda, like several other developing countries in Africa, suffers from a perennial shortage of high level skilled manpower. This has been a major impediment retarding economic and social development. The problem has become more acute in Uganda as a result of an unprecedented rate of Ugandanisation of the economy, precipitated by the declaration of the so-called economic war in 1972.
