Our terms of reference required that we focus attention on impediments to progress in the North-South negotiations arising from the process of the negotiations rather than the substance. While much has been said and written on the substantive issues, little attention has been paid to the process itself. However, it is clear from our discussion so far that, in considering the North-South negotiations, form and substance cannot be clearly separated.
