Safeguard Action and Structural Adjustment Measures
Many traditional industries in developed countries are facing serious difficulties and there is a tendency to blame these difficulties on foreign competition. Pressure from these industries' owners and labour organisations for import protection and the general economic situation in these countries has led to the proliferation of new trade barriers in recent years. Compared with the effects of labour-saving technological change, the employment-displacement problems created by imports from developing countries are generally unimportant.
