Tariff reform has proceeded on a reciprocal basis under the auspices of the GATT throughout the post-war period. Multi-lateral trade negotiations under the Kennedy and Tokyo Rounds of the 1960s and 1970s have led to tariff reductions, he last of which will be phased in over the period to 1987.
