Ways Forward on Less Skilled Workers

This section discusses various proposals which developing countries could make on the temporary movement of natural persons in the services negotiation. They are self-contained and equally applicable either inside or outside a full negotiating round. They focus on less skilled workers because, in line with our empirical analysis, we see that as the major challenge in Mode 4 negotiations.
