Investment on the WTO Agenda: A Developing Country Perspective and the Way Forward for the Cancún Ministerial Conference

Investment has emerged as the most contentious issue in the WTO negotiations. At the fourth ministerial conference of the WTO at Doha, the finalisation of the draft declaration was held up because of differences between the developed and developing countries on the investment issue, among others. The declaration was only adopted following the clarification by the Chairman of the ministerial council of the fact that the decision to launch it will be taken at the fifth ministerial meeting, subject to an explicit consensus on the desirability of the negotiations and not merely on the modalities of negotiations.
