Programme Definition and Baseline Data Acquisition

If coastal zone management is to be practicable and effective, the limits of the management unit must be defined clearly. The manager must know what he is concerned with in geographical terms, but appreciate also existing institutional responsibilities. Opinions differ regarding the seaward and landward limits of the coastal zone (United Nations, 1982) and these are a major concern of the United Nations Convention on the Law of the Sea (UNCLOS, 1982).
